Its an anime called: "Neko-chan" its about a catgirl who does horribly harmless things thinking people would love her for it. Like as displayed, tying up a person and poking them with a popsicle stick.
And too bad for Morris, he only got to download half of the series. The rest was cut off due to the apocalypse! =D
